The Ring Road 4 – Hanoi Capital Region Project, Component 3 (central expressway section) has a total length of approximately 113.52 km, of which 58 km run through Hanoi, 19 km through Hung Yen, and 36 km through Bac Ninh. The project also includes a 9.7 km connector to the Noi Bai – Ha Long Expressway. The total investment for Component 3 exceeds VND 56,293 billion.
For Phase 1, the expressway is designed with 4 lanes (2 lanes in each direction), a cross-sectional width of about 17 meters, and a maximum speed limit of 100 km/h. Major structures include large bridges (crossing the Red River and Duong River) with a width of approximately 24.5 meters.
As a critical transport axis, Ring Road 4 plays the role of a backbone route linking Hanoi with neighboring provinces, helping to reduce urban congestion. The official groundbreaking ceremony took place on September 6, 2025, marking the start of the main construction phase. The project is expected to take 30 months, with completion targeted by late 2027.
