The project also includes a <strong data-start=\"418\" data-end=\"438\">9.7 km connector<\/strong> to the Noi Bai \u2013 Ha Long Expressway. The total investment for Component 3 exceeds <strong data-start=\"521\" data-end=\"543\">VND 56,293 billion<\/strong>.<\/p><p data-start=\"548\" data-end=\"865\">For <strong data-start=\"552\" data-end=\"563\">Phase 1<\/strong>, the expressway is designed with <strong data-start=\"597\" data-end=\"636\">4 lanes (2 lanes in each direction)<\/strong>, a cross-sectional width of about <strong data-start=\"671\" data-end=\"684\">17 meters<\/strong>, and a maximum speed limit of <strong data-start=\"715\" data-end=\"727\">100 km\/h<\/strong>. Major structures include large bridges (crossing the <strong data-start=\"782\" data-end=\"795\">Red River<\/strong> and <strong data-start=\"800\" data-end=\"815\">Duong River<\/strong>) with a width of approximately <strong data-start=\"847\" data-end=\"862\">24.5 meters<\/strong>.<\/p><p>As a critical transport axis, Ring Road 4 plays the role of a backbone route linking Hanoi with neighboring provinces, helping to reduce urban congestion. The <strong data-start=\"1026\" data-end=\"1094\">official groundbreaking ceremony took place on September 6, 2025<\/strong>, marking the start of the main construction phase.
