The mega tourism, entertainment, sports, and night-time economy complex is planned in Ninh Binh Province and is being developed by Thaigroup, with an estimated total investment of approximately VND 128 trillion (equivalent to USD 5 billion).

The project is planned on a site of more than 1,000 hectares, featuring a night-time economy complex, theme parks, an FIA-standard Formula 1 racing circuit of approximately 6 km per lap, a multi-purpose sports complex, an international football academy, a convention center, pedestrian streets, shopping centers, and an extensive network of hotels and resorts providing approximately 15,000–20,000 rooms. The development is envisioned as a new iconic destination in Asia, contributing to the growth of cultural industries, tourism, and the night-time economy in Ninh Binh.

The project is expected to commence implementation in late 2026, while the official completion schedule has not yet been announced.
