The Hai Phong LNG Thermal Power Plant (LNG Hai Phong) is located in Tan Trao Industrial Park, Hai Phong City, and is jointly developed by Vingroup and VinEnergo, with a total investment of USD 7.7 billion.

The project covers an area of approximately 98.5 hectares, with a designed capacity of 4,800 MW and an estimated annual electricity output of 28.8 billion kWh once fully operational. It will be implemented in two phases:

• Phase 1: about 1,600 MW, producing 9.6 billion kWh per year
• Phase 2: about 3,200 MW, producing 19.2 billion kWh per year

Groundbreaking is scheduled for September 26, 2025. Phase 1 is expected to operate during 2025–2030, while Phase 2 is initially planned to come into operation in 2031–2035.
