The High-Tech Packaging Paper Manufacturing Plant Project is located in Phuong Nam Industrial Cluster, Yen Tu Ward, Quang Ninh Province, with Quang Ninh Paper Joint Stock Company serving as the Project Owner, and a total investment of approximately VND 1,496 billion (USD 60 million).

The project covers a land area of approximately 26,340 m² (2.63 hectares), with a designed production capacity of 140,000 tonnes per year. The plant will use recovered packaging paper as its primary raw material, contributing to recycling, resource conservation, and the development of a circular economy.

The project officially broke ground on October 7, 2026, with investment implementation and equipment installation expected to be completed by December 2027.
