The NO3 High-Rise Social Housing Project is located in Nông Trang Ward, Việt Trì City, Phú Thọ Province, within the Minh Phương Residential and Commercial Service Area. The project is developed by Cát Lợi Holding Joint Stock Company with a total investment of approximately VND 581 billion.

The development covers a land area of 7,175 m², comprising one 15-storey apartment building, providing 400 social housing units.

Construction commenced on September 23, 2025, and the project is expected to be completed and put into operation in 2028.
