The Binh An Duc Hoa Urban Area – The Win City Project is located on Provincial Road 10 (the extended Tran Van Giau Road), in Duc Hoa Dong / Duc Hoa Ha Commune, Duc Hoa District, Tay Ninh Province, and is developed by Thang Loi Group with a total investment of approximately VND 10,000 billion.

The project covers a land area of 13 hectares, with a construction density of 40%, consisting of 18 towers ranging from 20 to 28 floors, and will provide about 6,000 housing units in total.

The first phase, named Victory Heights, includes 2,822 units — of which 2,748 are apartments and 74 are shophouses.

Construction officially commenced on October 31, 2025, and the project is expected to be completed in 2027.
