The Dong Van V Industrial Park Infrastructure Project (Phase 1) is located in Tien Noi Ward, Tien Ngoai and Yen Nam Communes, Duy Tien Town, Ha Nam Province (now under administrative alignment with Ninh Binh Province). The project is developed by Ha Nam Infrastructure Joint Stock Company, a member of Western Pacific Group, with a total investment capital of VND 2,911.3 billion (approximately USD 120 million).

The project covers a land area of 237 hectares and is designed as a Logistics Industrial Cluster (LIC) model featuring ready-built factories, synchronized infrastructure, and compliance with ESG (Environmental, Social, and Governance) standards.

Construction officially commenced on October 10, 2025, and the expected completion date has not yet been announced.
