The Social Housing Project under the Residential Area of Ngoc Chau Ward (now Hai Duong Ward) is located in Hai Duong Ward, Hai Phong City. The project is developed by a joint venture between Nam Do Real Estate Development Investment Joint Stock Company and Phu Xuyen Industrial Development Investment Co., Ltd., with a total investment of over VND 1,113 billion (USD 43 million).

The project is being implemented on a land area of approximately 10,780 m². It comprises two 21-storey apartment blocks with one basement level, providing around 924 social housing units, with a total gross floor area of more than 76,200 m².

The project received investment policy approval in late January 2026, with an expected implementation timeline of 36 months from the date of land allocation.
